“Is your mission going to change under your leadership?” As a new CEO, it’s a question I am getting often from customers, partners, and employees. The answer is both yes and no. For the last 5 years, we have broken new ground in social services by rethinking the focus of human services software. In a world where workflows have been focused on document handling and document management, our founder had the vision to create an offering that put the person at the center of the interaction and moved from a document-centric view of the world to a human-centric view of the world. That vision and that focus stands at the core of what we do every day, focusing on how to improve outcomes in social services with the help of technology. Our early efforts in Child Welfare with partners in Indiana and California have shown this approach to not only be revolutionary but also tremendously effective. At the same time, the technology world has been evolving, bringing about a world of new possibilities. As we continue to create and adopt new and innovative technology tools, newly-proposed federal regulations are expected soon to make it easier for states to support the use of modern technology in the greater child welfare space. This past August, the Administration for Children and Families (ACF) proposed new regulations to update SACWIS regulations. The new regulations, called Comprehensive Child Welfare Information Systems (CCWIS), would allow state and tribal agencies more flexibility in adopting 21st century case management systems, equipping them with the quality data needed to make informed decisions about the families and children in their care. We look forward to seeing these rules finalized in the year to come.
Yesterday, the Department of Health and Human Services (HHS) Administration for Children and Families (ACF) published the highly anticipated notice of proposed rulemaking (NPRM) suggesting changes to the existing regulations on child welfare case management technology. Now titled the Comprehensive Child Welfare Information System (CCWIS), the new rules amend the existing SACWIS regulations, paving the way for states to take advantage of modern technology. We are pleased to see a greater focus on flexible child welfare case management systems to fit the needs of states, giving priority to improved data quality and data sharing capabilities. The proposed regulations have the potential to further empower state agencies to provide systems that support caseworkers in improving outcomes for children and families.
